The City is considering purchasing the PASCO property at 1140 Terex Road to use as new City administration offices. Here’s why.

For several years, the City has been looking for a suitable location to house its administrative offices.  After an exhaustive selection process, City Council has determined that the 20-acre PASCO property located on Terex Road could be the best, most cost-effective option to address the City’s needs.  City Council has balanced the desire for a central downtown location with the financial constraints that come with constructing suitable space there. The PASCO property appears to be the most fiscally responsible solution. While each location examined by Council has its pros and cons, the positives with the PASCO property appear to outweigh the negatives. The building has two times the space of any other option and comes at half the cost of building new.  The PASCO property would have the least impact on traffic and neighborhoods.  In addition, it includes a beautiful 20-acre campus-like site that offers flexibility for future City and wider community use.

Several years ago, City offices occupied leased space at various locations. Having outgrown the small space at Town Hall on East Main Street, the City decided temporarily to consolidate offices into leased office space on Executive Parkway. This opened the formerly leased space to local businesses, adding jobs and additional tax revenue for the community. It also lowered the cost of leasing and created greater efficiencies for City operations. Council viewed this move as temporary while it looked for a location to build a new facility. Town Hall has and will continue to be used for public purposes.

Since the move, Council’s effort to find a permanent space has focused primarily on locating property in the central downtown area. The City has estimated it currently needs a minimum of 14,000 square feet.  A 2014 study estimated that costs for constructing a space that large would range from $7 to $9 million without factoring in the cost of the land. The City does not own property in the downtown area of adequate size to situate the building and the parking necessary.  Thus, to be downtown, the City also would have to purchase property.

Locations on Veterans Way were considered, but as certified park land, changing the use would require a vote of the people.  After discussions, Council felt that using park land would not be the best option, particularly since there could be significant environmental impact at that location. 

Land in the Downtown Phase II was considered, but it didn’t make sense to take highly valued land planned as an extension of economic development efforts and keep that property off the tax rolls. Downtown Phase II is part of a vision to grow our downtown mixed-use development to add more vibrancy as we create a live-work-play environment that attracts and keeps businesses and residents in the community. A city administrative complex is not in keeping with that vision.

The City was approached about considering using a portion of the Middle School, but it was determined that due to cost and logistics, it was not a viable option.

During its search, the City became aware that PASCO is selling its property and looking for smaller space in Hudson. The PASCO building at the corner of Terex Road and Hudson Drive is approximately 32,000 square feet with 200 parking spaces, and is not surrounded by heavy residential areas. Initial inspections show the building to be very well maintained and in excellent condition. It is listed at $3.7 million and has ample office space and parking for current City administration needs. In addition, size of the building and property offers additional space for possible City or community use. The City is working with PASCO to relocate its business in Hudson.  

The City is undertaking its due diligence work on the property as it considers the purchase of the PASCO property.  If all goes as expected in that effort, the City administration and Council believe this building and space will be a wonderful opportunity to consolidate our offices on this beautiful property.  The purchase price and costs for reconfiguring the space are significantly less that other options before City Council which makes this choice the most fiscally responsible and most appropriate for the quality of life that sets Hudson apart from other communities.
