SO YOU WANT TO BE A TELEVISION PRODUCER?

After review and approval of your paperwork by the Station Manager, you will be contacted by phone to make arrangements for your first equipment training session. The Station Manager or HCTV staff will provide one on one or group training sessions in the proper use of HCTV equipment. Training will cover some of the basics of television production with some CAN DO and CAN’T DO suggestions. We will then cover the operation of HCTV’s camera(s) and associated recording equipment. After you shoot your video for your first production our training will then focus on using HCTV’s VHS editing equipment to assemble your program. REMEMBER this is your program! HCTV’s staff will always be available for refresher training or to answer any production question you may have. Please feel free to take notes during any training session. Equipment instruction manuals are available for your review at HCTV’s office. Copies of various manual sections may be available upon request. Please contact the Station Manager for any additional training or technical support you or your group may require.


No equipment will be signed out to any individual or group representative until completion of equipment training or demonstrated equipment use to the Station Manager. All equipment used outside of HCTV’s facilities must be signed out on a HCTV EQUIPMENT SIGN OUT SHEET. This sign out sheet MUST be signed by the approved producer or group representative. The signing group or individual is responsible for ALL equipment in their possession which can include financial responsibility for repair or replacement of damaged equipment.

NOTE: ALL paperwork must be completed and approved prior to program cablecast.

OUR TECHNICAL STANDARDS ARE AS FOLLOWS:

Complete ALL paperwork as described below.

Continuous control track from beginning to end of program.

Video levels must meet FCC standards of 1 volt peak to peak.

Audio can be recorded in stereo or mono on both tracks. Note audio is played back on HCTV Channel 25 in STEREO

Audio levels must be undistorted and not exceed 100% vu or 0 db.

All tapes must have 15 seconds of black or color bars prior to program content.

All tapes have at a minimum of 30 seconds of black with NO audio at the end of program content.

All “air” tapes must be submitted on new unrecorded tape stock or BULK erased used tapes.  It is imperative that any used tape have no previously recorded material remaining.

Tapes can be submitted in either S-VHS or standard VHS formats. DVD’s can also be submitted.

“Air” tapes must be clearly labeled with program title & producers name.

All “air” tapes must received by Tuesday the week prior to the first cablecast date.

Your first step is taking care of the formalities.  Please carefully review the enclosed information.  Read the Rules for Public Access, Fill out the Public Access Contract and Program Outline.  If you have any questions about any of the paperwork please feel free to call HCTV at (330) 653-2500 and we’ll go over it together.  Once you have read the rules and filled out the Contract and Program Outline please return your completed paperwork to:
