Phase I (First & Main) was designed to rejuvenate Main Street and support merchants/businesses with a vibrant mixed-use development.
Phase II was conceived as part of Phase I more than 20 years ago to support First & Main and Main Street with offices and housing. It would revitalize industrial downtown land and create a live-work-play environment.
In 2015, a citizen-based ad-hoc committee examined the Phase II vision and determined the office and housing needs in Downtown Phase II.
PRESENT
On May 7, voters were asked for their reaction to the Downtown Phase II plan. As a result, City Council will hold two community work sessions allowing residents to suggest modifications to the plan that could be considered by Council. The May/June sessions will allow people to provide input before they go away for the summer.
Rather than start over, Council is seeking proposed modifications to the current plan. Council will review the suggestions and work toward a financially viable plan that meets the community's needs.

FUTURE
Phase II is still in the early planning stages. Once the final plan is determined, many things need to occur. The residential portion would be developed first, with the offices coming later. These items include:
- Developer's Agreement to be reviewed/approved by Council.
- Review/approval of the final plan by Planning Commission and City Council, among others.
- The final architectural design to be reviewed and approved by the Architectural and Historic Board of Review.
- Utility and site design and approval.
- Utility construction, site grading, and construction of the streets.
- Construction of model homes.
- Residential home construction.
- Design/construction of the offices (after residential is developed).
