Council Comments
- Planning Commission Update. The American Fireworks proposed text amendment was tabled to allow the applicant to go back and modify the setbacks and work with surrounding residents. The proposed townhomes off Norton Road passed through Planning Commission with notes. Planning Commission approved the preliminary site plan for the proposed medical building on Seasons Road.
- On Saturday, October 9, from 5 to 8 p.m., the Hudson Cemetery Board invites residents to a FREE luminary walking tour through O'Brien Cemetery followed by a driving luminary tour through Markillie/St. Mary cemeteries lit with luminaries. Reservations are required. Information will be available shortly on the City’s website.

- Downtown Development Phase 2 Update (Heinen’s). Representatives from Fairmount Properties presented a plan for a proposed Heinen’s Store and a conceptual plan for the Downtown Phase 2 properties that Fairmount Properties believes addresses many concerns expressed by citizens in previous Phase 2 discussions. The proposed plan includes building a new 40,000 sf Heinen’s at the end of Clinton Street, with parking, that will allow Heinen’s to provide a quality store to serve the needs of the community. North of the new Heinen’s would be quad villas and townhomes. Fairmount is proposing a low density of 100 housing units, many with first floor masters. Fairmount would repurpose the current Heinen’s building for a new quality tenant or extend the current townhomes onto that lot. Fairmount is asking Council for a purchase agreement with contingencies such as that it is approved by Planning Commission before the land purchase would occur. Heinen’s was in the process of planning renovations to its current location. Heinen’s needs to move forward, so Fairmount is asking that Council decide before the end of November.
Council will hold public meetings and gather public input on this plan in the next few months to help it make its decision. The proposal will again be discussed at the September 21 Council Meeting. Staff requested Council’s final direction on how to use $2,329,349.30 in federal ARPA funding that is available to the City. A motion will come forward at the next meeting to use the funds on the transmission line.
- Proposed Veterans Trail Phase 4 Project. Staff discussed the status, funding, and future of the Veterans Trail Phase 4 Project. The City is working on rerouting the trail from the original plan and neighbors on the new route appear to be pleased with the trail. The plan will need an easement on the Church property and they are asking for approximately $135,000 in payment for the property needed for the trail. Council and staff will pursue the purchase further with the Church.
