Executive Session
Council entered executive session to consider a personnel matter concerning the appointment of a public employee.
Proclamation
Special Recognition of National Colonial Heritage Month. Mayor Shubert proclaimed the month of October 2021 as “National Colonial Heritage Month” in Hudson.
Public Comments
- A resident thanked City Council and City staff for help getting her properties merged into one lot and helping expedite the process.
- A resident expressed concerns about the sidewalk being constructed on the east side of SR 91 from Garden Lane going north.
- A resident thanked Council for all the work on the sidewalk projects this summer, particularly completing the sidewalk along SR 91 that allows people to walk to the downtown.
- A resident wants the Mayor to apologize to the School Board or face a recall petition drive.
- Two residents spoke about concerns with the proposed development on SR 91 and how it would affect the residents on 30 Acres.
- A resident expressed condolences to the Mayor on the loss of his wife and thanked him for protecting children in this community.
Correspondence and Council Comments
- Council received good feedback from residents at the Phase 2 Public Open House.
- The Environmental Awareness Committee is planning a workshop next month and has set goals and projects for the coming year.
Report of the City Manager
- The City will hold a second Phase 2 Public Open House on Thursday, October 21 at 7 p.m. at City Hall on Terex Road. Fairmount Properties will be on hand to answer questions. Residents who cannot attend can provide their comments on the proposed project by visiting https://LetsTalk.Hudson.oh.us.
- Staff will be including both a proposal for a single-hauler and preferred hauler in the bid for the next contract coming up in the spring. Council asked that the discussion be put on the workshop next week before any bid would go out.
Discussion Items
- City staff reviewed the proposed changes to amend the Ordinance on Short-Term Rental Operations with Council.
Appointments
- No appointments. There are openings on the Cemetery Board , BZBA, PC, and the HCTV Advisory Committee. The deadline for applications is November 5.
Consent Agenda
The following consent agenda items passed 6-0.
- A motion postponing the regular Council meeting of November 2, 2021, to the following week on November 9, 2021.
- A resolution accepting the property tax amounts and rates as determined by the County Budget Commission.
- Authorization to enter a contract with TranSystems for the design of the Stow Road and Middleton Road Traffic Signal Improvement Project.
- A resolution authorizing the City Manager to enter a contract with the Village of Peninsula to provide dispatch services to the Peninsula Police Department.
- A resolution authorizing the City Manager to enter a contract with the Valley Fire District to provide dispatch services to the Valley Fire District.
- Authorization to submit a grant application to The Burton D. Morgan Foundation for a production grant of $1,200 to help fund production of the Good Day in Hudson television series on HCTV. No match is required.
- Authorization to assign a CRA Agreement from Premier Hudson 42, LLC, to Aurora Industrial, LLC. The assignment will allow Aurora Industrial, LLC, to receive the benefits prescribed in the original agreement.
- Authorization to assign a CRA Agreement from Hudson 125, LLC, to Aurora Industrial, LLC. The assignment will allow Aurora Industrial, LLC, to receive the benefits prescribed in the original agreement.
- Resolution authorizing amendment of the term for the Community Reinvestment Act with Manneschi & Benedetti, LLC and CEIA USA, Ltd. for parcel #6 on Hudson Industrial Parkway.
The following consent item was pulled as passed separately after clarification that the emergency language had been removed. Passed 6-0.
- Authorization to assign a CRA Agreement from Hudson 21, LLC, to Aurora Industrial, LLC. The assignment will allow Aurora Industrial, LLC, to receive the benefits prescribed in the original agreement.
Legislation
- Resolution amending Chapters 1201, 1202, 1203, 1205, 1206, and Appendix D of the Architectural Design Standards. Third Reading. The item was postponed to the meeting two weeks from tonight to allow for a workshop discussion on mother-in-law suites in relationship to short-term rentals. Vote was 6-0.
- Resolution authorizing the City Manager to enter a Community Reinvestment Act Area agreement with Project Crunch. Staff recommended no action from Council after third reading to allow for disclosure of company information to the Stow-Munroe Falls School District pursuant requirements Council must meet prior to acting on the proposed CRA Agreement.
- Resolution to authorize an amendment to the City Manager’s Employment Agreement. Third Reading. Passed 4-2.
- Ordinance for the issue and sale of $7,725,000 of notes in the anticipation of issuing bonds to pay the cost of improving City-owned property on Hudson Drive, including furnishing, equipping, and improving a new salt storage facility. Second Reading.
- Ordinance for the issue and sale of a $740,000 taxable economic development nontax revenue bond to pay the cost of acquiring property at the corner of Owen Brown Street and Morse Road. Second Reading.
- Ordinance for the issue and sale of $1,000,000 of notes to pay for improving the City’s electric system. Second Reading.
- Ordinance for the issue and sale of $850,000 of notes to pay cost of installing and improving a trail and sidewalks along Barlow Road. Second Reading.
- Resolution affirming the City Manager’s action to enter a purchase and sale agreement for a parcel of land at 2217 Ravenna Street. Second Reading.
- Ordinance amending Section 1048.02 rates and schedules of the streets, utilities, and public services code to adopt adjustments to the electric power supply cost. First Reading.
- Resolution to enter a two-year extension to the third amendment to the development agreement with Allstate. First Reading.
- Ordinance amending Chapter 876, Short-Term Rental Operations of the Business Regulation Code. First Reading.
- Resolution to enter a purchase and sale agreement with Fairmount Properties for the sale of downtown property. First Reading
