Council Highlights

Executive Session

  • Council entered executive session to interview Community Television Advisory Committee applicants and to consider appointments of public officials.

Moment of Silence

  • The Mayor called for a moment of silence in honor of former Councilman John Logan who passed away December 21, 2021.

Public Comments

  • None.

Council Comments

  • Environmental Awareness Committee Update. The EAC is planning an Earth Week event, with activities each day of the week. The Holiday Lights Recycling Program was a great success.
  • Winter Storm Event. Council thanked City staff and all those involved during the winter snow event. Staff did a good job handling the 15 to 17 inches of snow throughout the City.
  • Mailbox Replacement Program. Legislation to amend the City’s mailbox replacement program will be before Council in the next few weeks.

City Manager’s Report

  • City road crews did a great job handling the winter storm. The contractor hired to plow the cul-de-sacs had staffing issues as many companies are encountering. The City is working on improving cul-de-sac coverage.  
  • A discussion about the Ohio Department of Transportation Traffic Study of SR 303 from Boston Mills Road to SR 91 will be discussed at a future workshop. 

Discussion Items

  • Proposed Sister City Program with Rwanda. The City’s envoy to Rwanda gave a presentation about the benefits of becoming a sister city with the City of Kicukiro in Rwanda. The next step is setting up a conference call between city leaders. 

Appointments

  • Recognition of Outgoing Board & Commission Members
  • Council made the following appointments (all full terms). Passed 6-0.
    • Doug Hardtmayer, re-appointed to Cemetery Board
    • Shawn Svacha, appointed to Cemetery Board
    • Chris Dolciato, appointed to Community Television Advisory Committee

Consent Agenda

The following consent agenda items were passed by Council. Passed 6-0.

  • A motion to acknowledge the timely receipt of the December 2021 Monthly Financial Report. 
  • A motion to send notice to the Ohio Division of Liquor Control indicating no request for a hearing regarding a new permit to sell alcoholic beverages for Highfields Event Center LLC.
  • Resolution authorizing to advertise for competitive bids for the construction of the tennis and pickleball complex at Barlow Farm Park.
  • Resolution authorizing to advertise for bids and enter a contract for the E. Streetsboro St. Water Improvement Project. The project involves abandoning a failing water main and transferring it to an existing water main on the south side of E. Streetsboro St. 
  • Resolution authorizing to advertise for bids and enter a contract for the Division Street Storm Sewer Improvement Project. 
  • Resolution authorizing to advertise for bid and enter a contract for the Atterbury Blvd. Culvert Extension Project.
  • Resolution authorizing advertising for bids and entering a contract for the Stow and Middleton Roads Traffic Signal Construction Project.
  • Ordinance to approved editing and inclusion of ordinances and resolutions as part of the Codified Ordinances and to adopt new matter in the revised Codified Ordinances and repeal ordinances and resolutions in conflict.
  • Resolution authorizing applying to the Ohio Department of Development for funding through the Brownfield Remediation Program. The purpose is to provide funding for assessments and cleanup/remediation costs aimed at containing, removing, or disposing of hazardous substances at the former Youth Development Center on Hines Hill Road. The total project estimate is $282,150.00. The application is seeking $211,612 (75%) with a match of $70,538 (25%). 

Legislation

  • Resolution to submit the Parks Tennis & Pickleball Courts Project Plan to the Planning Commission for report and recommendation. First Reading and referral to Planning Commission.
