Special Meeting

Executive Session

Council entered executive session to interview applicants for various Boards & Commissions.

Appointment of Thomas Sheridan as Clerk of Council Pro Tempore

Consent Agenda

Passed 5-0.

  • Resolution authorizing the City Manager to advertise for competitive bids and enter a contract for the 2022 Sidewalk Improvement Project
  • Resolution affirming the application to the Ohio Department of Public Safety, Division of Emergency Medical Services, for an EMS Priority One Training and Equipment Grant.
  • Resolution amending Resolution 21-155 that authorized the City Manager to advertise for bids or use Charter authorized governmental competitive purchasing and enter contracts for construction materials, supplies, equipment, and vehicles in order to purchase a digger derrick truck.
  • Resolution amending Resolution 21-155 that authorized the City Manager to advertise for bids or use Charter authorized governmental competitive purchasing and enter contracts for construction materials, supplies, equipment, and vehicles to purchase road salt and salt piling services up to $320,000.
  • Resolution declaring the City’s intent o appropriate a temporary easement interest in Real Property for the making of roads open to the public without charge. The parcels are necessary for the improvement of SR 91 South from Stoney Hill Drive to Barlow Road in association with the SR 91 South Widening Project.
  • Resolution to approve a Then and Now Certificate for a purchase made.

Discussion Items

  • Rwanda Sister-City. The Council requested further discussion of the Rwanda Sister-City discussion. City staff presented a brief history of the forming of the Landsberg Sister City. Council will reach out to the individual who is leading this effort to discuss. City staff will create a general outline for Sister City Partnerships and provide it to Council.
  • Memorial Day Parade. Council discussed partnership between the City and the American Legion Lee-Bishop Post 464. Council concurred that City staff will be more involved with this year’s Memorial Day Parade than in past years. The cost for City services for that event in not anticipated to increase.
  • 2023 Comprehensive Plan Framework. Discussion regarding Framework for the 2023 Comprehensive Plan. Council emphasized the resident input is key to the process and that reaching out to key stakeholder groups would be beneficial. Staff will come back to Council with a matrix of committee options and an RFP with deliverables expected of the consultant.
  • 2022 Land Development Code Update. Staff presented several possible topics for changes in the Land Development Code. These included pick-up windows, Vape shops, townhomes, density, solar, code enforcement, and sidewalks, among others. Based on Council’s input at the meeting, staff will come back with more information.
  • Snow and Ice Control Program. Staff presented an overview of the Snow and Ice Control Program and how staff is addressing the contractor’s slow response to cul-de-sacs.
  • 2020 Census Council Ward Maps. City administration will update City Council on the new City Council wards. Council advised staff to put options A and B3 out to the public through a public hearing and online with Let’s Talk Hudson.

Staff will get back to Council regarding the status of the City’s past COVID pandemic State of Emergency.
