Council Highlights

Following is a summary of the May 3, 2022 City Council Meeting. To watch the meeting, visit www.hudson.oh.us/WatchMeetings

Proclamation

  • Mayor Anzevino proclaimed May 1, 2022, as “Lemonade Day” in Hudson, recognizing Seton Catholic School’s participation in the program. 

Public Hearings

  • Ordinance enacting amending the Ward Boundaries of the City in response to receipt of the United States Census in 2020. One comment thanking Council for this effort.
  • Ordinance amending Part 12 of the Codified Ordinances of Hudson to amend section 1205.02 of the Official Zoning Map to rezone lands on South Oviatt street from District 4-Village Core to District 3-Outer Village Residential Neighborhood. No public comments.

Public Comments

  • A resident thanked Council for the efforts on projects that improve Hudson. Individual is disappointed in personal political agendas on Council. 
  • Two residents spoke against Resolution 22-64 which expresses opposition to H.R. 616 in the Ohio House.
  • One resident spoke in favor of Resolution 22-64. 
  • A resident was happy the City is moving forward on the Tennis Pickleball Courts, but wants the lighting added back in. 
  • A resident spoke about the environmental hazards (noise, etc.) of gas-powered lawn mowers, leaf blowers, etc. Would like to see restricted times for using this equipment. 
  • A resident asked the City to collaborate with the schools on preserving the 1927 Middle School building. 

Correspondence and Council Comments

  • Council thanked the BZBA for their time and hard work as well as all the City board members. Council also thanked everyone involved in organizing this year’s Memorial Day Parade. 
  • Council read a letter from the Environmental Awareness Committee asking to be a part of the Comprehensive Plan process. 
  • Council mentioned that the Hudson Schools PTO Breakfast was a great event. 
  • A Council Forum with Council members Karen Heater and Chris Banweg will be held on Wednesday, May 4, 6:30 – 8:00 p.m. at the Hudson Library North Flood Room. 
  • Council expressed condolences to the family of former Councilman Dan Williams who passed away. Council held a moment of silence for Dan Williams. He was dedicated to serving Hudson and cared so much for this community. 
  • Council will schedule a meeting of the H.O.M.E. committee to discuss the 1927 building with the schools. 

Report of Manager

  • In honor of Public Service Recognition Week, the Interim City Manager thanked Council and City staff for all their efforts. 

Appointments

  • None.

Consent Agenda

Council passed the following Consent Agenda items. Passed 7-0.

  • Motion to send notice to the Ohio Division of Liquor Control indicating a request for a hearing regarding the transfer of an alcoholic beverage permit from Square Inch USA to Ozer Petroleum, 27 S. Main Street.
  • Resolution to enter a purchase agreement for a prefabricated public restroom structure for the Tennis and Pickleball Courts.
  • Resolution to approve a Then and Now Certificate.
  • Resolution to enter a professional service contract with CT Consultants for a Water Rate and System Expansion Study.

Council pulled and considered these consent agenda items separately.

  • Resolution to submit the Parks Tennis and Pickleball Courts Project Plan to the Hudson Planning Commission. Passed 7-0
  • Resolution to enter a contract with Mr. Excavator for the construction of the Barlow Farm Park Tennis and Pickleball Court Project. Motion to amend to change the dollar amount to reflect the new bid tab. Passed 5-2. Motion to pass the Resolution as amended. Passed 6-1. 

Legislation

  • Resolution approving the application by Douglas & Stephen J. Hasbrouck, 6403 Stow Road, for placement of land in a current agricultural district. Third Reading. Passed 7-0.
  • Resolution approving the application by Louis and Deborah Estergall, 3074 Ravenna Street, for placement of land in a current agricultural district. Third Reading. Passed 7-0.
  • Ordinance repealing, in its entirety, Chapter 226, “Campaign Finance Reform” of the Codified Ordinances. Third Reading. Failed 5-2.
  • Ordinance amending Part 12 of the Codified Ordinances to amend section 1205.02 of the Official Zoning Map to rezone lands on South Oviatt Street from District 4-Village Core to District 3-Outer Village Residential Neighborhood. Second Reading.
  • Resolution accepting recommendations of the Tax Incentive Review Council to continue Community Reinvestment Area agreements and Job Creation Grant program agreements. First Reading.
  • Resolution establishing a Steering Committee to update the City’s Comprehensive Plan. First Reading
  • Resolution expressing opposition to introduced Ohio H.B. 616 which would limit how teachers educate K-12 students about sexual orientation and gender identity, how teachers educate K-12 students about racism and reaffirming the City’s support for the LGBT+ and Racial Minority communities. First Reading. Motion to postpone until it is discussed by committee. Passed 5-2.

Executive Session

Council entered executive session to consider the purchase and sale of public property.
