Executive Session

o    Council entered executive session to discuss the purchase and sale of public property.


Public Comments

o    Resident expressed concerns about the Ordinance on the Legislative Agenda which would add provisions governing the introduction of Ordinances and Resolutions on regular and special City Council agendas. 


Correspondence and Council Comments

o    Council thanked City staff for the prompt handling of several citizen concerns. 

o    Council also thanked Police Chief Perry Tabak for his public service announcements regarding the recent car break ins. 

o    With the first round of opioid settlement money coming in, Council will discuss how to best use that money at a future workshop. 

o    A Council member suggested that the City look into other municipalities that allow local artists to paint art on the electric boxes in the City. 

o    A Council member mentioned complaints received by residents about personal fireworks being set off after midnight on Sunday night when people had to work on the 4th of July. Recommended looking into doing something to address this issue. 

o    Council announced the former Mayor Craig Shubert’s wife Sherri Moir was posthumously awarded her doctorate in philosophy. She had completed the course work before she passed away last year. 


Report of Manager

o    The City has updated its website to provide for easier access to information and documents. Citizens can reach staff through the website at www.hudson.oh.us. 


Discussion Item

o    Council discussed creating a subcommittee for finalizing the RFP for the fiber to the home initiative. The committee would include staff and three Council members, similar to the stormwater Ad Hoc Committee. The Council President asked Council members interested in serving on this committee to contact him and the Council representatives to the committee will be appointed at the next City Council meeting. 

o    Council discussed the selection process for the resident steering committee. There were 40 applicants. Council will interview all 40, and staff will begin scheduling those interviews. Staff will provide Council with a summary list of applicants. The interviews consultants for the Comprehensive Plan process will be held at 5:30 p.m. at City Hall on July 27. The meetings will be videotaped and put on the Let’s Talk Hudson page for viewing and comments. 


Appointments

o    None. There currently are two openings and the Park Board and one on the HCTV Advisory Committee. 


Consent Agenda

Council passed the following Consent Agenda items. Passed 6-0.

o    A Motion to Acknowledge the Timely Receipt of the June 2022 Monthly Financial Report.

o    Ordinance amending Ordinance No. 21-125 making appropriates for the current expenses and other expenditures of the City during the fiscal year ending December 31, 2022, by making additional or amended appropriates related to the Second Quarter 2022.

o    Resolution approving Then and Now Certificates.

o    Resolution to amend the purchase agreement for a prefabricated public restroom structure for the Barlow Farm Park Tennis and Pickleball Courts Improvement Project. 

o    NEED title: The exhibit is a 1-year long art installation that features approximately 100 artist created plastic 12”x 6” birds that would be hung in trees on the downtown Greens for a year-long art walk to help generate foot traffic downtown.


Legislation

o    Ordinance amending Sections 220.03, 220.031, 220.06, and 222.02 of the Codified Ordinances to add provisions governing the introduction of Ordinances and Resolutions on regular and special City Council agendas. Third Reading. The following motions were made for this legislation:

o    Motion to revert back original revision of 220.06 Failed 4-2. 

o    Motion to amend 220.031 to 2 members of council from 4. Failed 4-2. 

o    Motion to change 220.06 to strike out Council President and Mayor. Failed 4-2.

o    Motion to move legislation to a date certain at next regularly scheduled meeting. Failed 3-3. 

o    Motion to strike “unless City manager and mayor concur with the agenda…” Passed. 4-2.

o    Vote on ordinance as amended. Passed 5-1. 

o    Resolution amending the City’s Storm Water Policy. Third Reading. Passed 6-0.

o    Ordinance amending Section 660.22 “Obstructing Sewers and Watercourses” of the General Offenses Code. Third Reading. Passed 6-0.

o    Resolution appealing Resolution No. 21-149 and withdrawing the authorization granted to enter into a purchase and sale agreement with Fairmount Properties, LLC for the sale of property located in the downtown area adjacent to First & Main. Third Reading. Passed 6-0.
