Correspondence and Council Comments

  • Council thanked City staff for completing the lighting project under the Owen Brown Bridge. 
  • The Economic Growth Board held its first in-person meeting and will be meeting regularly going forward. 
  • Planning Commission approved a conditional use for a boarding kennel at 2461 Barlow Road. It also approved a conditional use for a 35-unit townhome development on the west side of Darrow Road, south of Stoney Hill Drive.

Discussion Items

  • Enter into leases for City Hall. Council discussed authorizing the Interim City Manager to enter into lease agreements with several third-party individuals and organizations for space in Hudson City Hall and city-owned property. Currently, the City is allowing several organizations to use space at City without standard lease agreements. The City is not considering pushing these organizations out of City Hall, but rather wants to establish consistent agreements with all organizations. These non-profit organizations include the Western Reserve Community Band storage area, the Hudson Ministerial Association office, the Hudson Senior Network, and a parking space for a nurse at the VA Hospital.

    Council agreed that a uniform lease agreement should be developed, as well as a policy for which non-profit organizations would be selected to use any available space in City-owned properties. Council would also like to hold a separate discussion regarding leasing space to for-profit companies. Staff will come back to Council with a matrix of going lease rates for non-profit and for-profit organizations and move forward with finalizing a lease agreement.

Consent Agenda

  • Entering an agreement with the Metro Regional Transit Authority for the conversion of an existing railway line into a recreational hike and bike trail. After this agreement, the next step is to go to the Federal Rail Commission, then back to the Metro RTA Board for approval. The City hopes to get additional funding for this project. Staff will provide current estimated cost for the project to Council.
  • Rail Commission Meeting. The Council President met with the Rail Commission about the Hines Hill Railroad Separation Bridge Project. Staff will put together updated traffic data, safety service information, and school bus traffic, etc. 

Legislation

  • Legislation prohibiting individual City employees from serving on City Boards Commissions, and/or Committees. Council questioned whether a current volunteer employee on AHBR would need to resign if this legislation went into effect. Staff/City Solicitor will get back to Council on this question. 

Future Agenda Items

  • Proclamation for the 2nd Annual Vincent William Baran Day of Service.
  • A Proclamation Honoring Alyssa Dennis - Friends of Hudson Parks is scheduled for August 2, 2022.
  • Request for an executive session before the next Council meeting to discuss the employment of a City official.
