Honorary Resolution

  • Resolution thanking Mr. Jim Stifler for six years of service to the community.

Public Comments

  • Two individuals spoke in favor of establishing a Military and Veterans Commission.

Correspondence and Council Comments

  • Council thanked Hudson High students in the High School Service Learning for their presentations. The group discussed traffic, a recreation center, and round abouts. The students want to thank City staff for the information they provided about traffic and other issues in preparation for the student presentation. 
  • The Environmental Awareness Committee is actively planning for Earth Week 2023.
  • There are many events in Hudson this Holiday Season, and residents are encouraged to visit the City’s website at www.hudson.oh.us and check out the events calendar to learn about these events. 

Report of Manager

  • Today the Hudson Police Department worked with kindergarten students at McDowell Elementary School on a Be Kind Like Bradley program and they filled two police cruisers with Toys for Tots.
  • Leaf season is finishing up this week and the City will be switching its equipment over to snowplows for the winter season.
  • We installed a clock at Town Hall and will be ordering on another clock to have one on Hudson time and the other on our sister city Landsberg, Germany time. We will be ordering two more to send to Landsberg for them to display.

Discussion Item

  • The Council President made a motion to waive attorney-client privilege to the narrowest extent possible but necessary to act with regards to the following items:
    1. Improper activity regarding campaign finance activity with regards to Ordinance 22-26 and 22-48.
    2. Improper requests for prosecution of a resident for alleged campaign finance violation.
    3. Improper direction of legal council to secure an outside legal opinion.

The motion passed 6-2.

  • Motion to censure Councilwoman Nicole Kowalski for activity that represents wrongdoing by a public official by not informing Council of her intent related to legislative activity, misappropriation of funds for political purposes, and for attempting to bind Council as a body by trying to bring this prosecutorial item beyond the bounds of her authority as a councilmember. 
    1. Council took a 10-minute recess to review the documents regarding this motion.
    2. Vote on motion passed 5-1. (Ms. Kowalski could not vote based on rules.) 

Appointments

  • Appointed Councilmembers Banweg, Bigham, and Foster to the ad hoc committee to evaluate City Solicitor applications. 
  • Françoise Massardier-Kenney was appointed to a partial term on the Architectural and Historic Board of Review.

Consent Agenda

Council passed the following Consent Agenda items. Passed 7-0.

  • A motion to appoint Councilmembers Foster and Sutton to serve as representatives to the Volunteer Fire Fighters’ Dependents Fund Board for the 2023 Term.
  • A motion to approve the proposed 2023 City Council Meeting Schedule.
  • Ordinance amending the City’s pay range structure and pay range assignments schedule.
  • Resolution to accept federal funds through the municipal bridge program for the replacement of the Dillman Drive bridge.
  • Resolution to enter contracts for the sale and purchase of real property and acquire temporary easements for the Middleton and Stow Roads Signal Installation Project.
  • Resolution to enter contracts for the sale and purchase of real property for the Middleton and Stow Road Sidewalk Project.
  • Resolution to execute addenda to leases for space at 1769 and 1566 Georgetown Road for use by the Public Works department through January 2027.
  • Resolution expressing the intent to sell by internet auction personal property, including motor vehicles and other property which are no longer needed for public use, through 2023.
  • Resolution to purchase equipment, materials, supplies and services for the City’s Public Utilities and Velocity Broadband services operations.
  • Resolution to advertise for bids or utilize various Charter-authorized governmental competitive purchasing programs to enter contracts for construction materials, supplies, services and equipment for 2023.

Legislation

  • Resolution not to implement the Growth Management Residential Development Allocation System for 2023. Third reading. Passed 7-0.
  • Ordinance amending Section 1040.01(A) and (B) and Section 1043.03 (A)(3) and (4) of the Codified Ordinances revising water rates for the City. Third reading. Passed 7-0.
  • Ordinance amending Ordinance No. 22-53 amending the interconnection policy for connection of residential or commercial solar power generation systems to the City’s power grid. Third reading. Passed 7-0.
  • Ordinance amending Section 230.01 of the codified ordinances setting forth the monthly financial report from the City Manager. Second reading.
  • Ordinance establishing the City of Hudson Military and Veteran’s Commission. First reading.
  • Ordinance re-designating the title “Finance Director” in all relevant portions of the Codified Ordinances. First reading.

Executive Session

  • Council entered executive session to discuss the employment of public employees.
