Council Meeting Highlights from April 5, 2022

Council Highlights

Executive Session

  • Council entered executive to interview applicants for boards and commissions.

Appointment of Clerk of Council Pro Tempore

  • Council appointed Melissa Raber as Clerk of Council Pro Tempore

Public Hearings

  • Ordinance Amending Part 12 of the Codified Ordinances Section 1205.02 to rezone certain lands on South Oviatt to rezone parcel 320031 (presently D5 Village Core) and parcel 3200328 (presenting D4 Historic Residential Neighborhood) and a portion of 3201843 (presenting D4 Historic Residential Neighborhood) to District 3 - Outer Village Residential Neighborhood. 
    • Public Comments: A letter from the developer of S. Oviatt was read by the developer’s design consultant. 
  • Resolution approving the application by Douglas & Stephen J. Hasbrouck, 6403 Stow Road, for placement of land in a current agricultural district. 
    • No public comments.
  • Resolution approving the application by Louis and Deborah Estergall, 3074 Ravenna Street, for placement of land in a current agricultural district. 
    • No public comments.

Public Comments

  • A resident asked the City to hook up homes that have wells to the Cleveland water line. He also asked for a bridge over the railroad crossing on Hines Hill Road.

Correspondence and Council Comments

  • The Environmental Awareness committee is looking into cigarette butt containers for the downtown at no cost. They are also exploring a Green Home Sales Program that they will bring to Council for review. Residents would request this program and not be forced to use it.
  • The Hudson resident who donated saplings last year will donate again this year for Arbor Day.
  • Development team for new Western Reserve Hospital medical office building wrote a letter to thank the City, Chamber of Commerce, and community organizations for working with them on the new medical office building. 

Report of Manager

  • The SR 91 Sidewalk Project from Terex to Norton is underway, weather permitting.
  • The annual asphalt road resurfacing program is starting up this month.
  • The City is now offering a meter program for private well systems in Hudson. Council had no issues with this new program.
  • The Fire and EMS discussion will be next week which was discussed in the retreat in February.
  • Let’s Talk Hudson is out to the public for the Ward Map changes. A public hearing will be held on May 3.
  • The Seasons Road Waterline Project has increased in cost due to material costs and scrap metal cost going up. 

Appointments

  • Council approved the following appointments: Robert Kahrl, Board of Zoning and Building Appeals; Andrew Furbee, Planning Commission; Heidi Johnson, HCTV; Holly Harris, Environmental Awareness Committee.

Consent Agenda

Council passed the Consent Agenda 7-0.

  • Resolution to enter an agreement with Precision Laser & Instrument for purchasing new land surveying equipment from the State bid.
  • Resolution to approve Then and Now Certificates.

Legislation

  • Ordinance amending Section 1480.04 of the Codified Ordinances “Additional Provisions: Public Nuisances: Weeds or Tall Grass” to modify the definition of “public nuisance” and change abatement. Third Reading. Passed 7-0.
  • Resolution to enter a purchase and sale agreement with Jo-Ann Stores Support Center to acquire property for a public purpose. Third Reading. Passed 7-0.
  • Resolution to enter a Community Reinvestment Area (CRA) agreement with UYS Properties and Anchor Seasons Road for a medical office building at 231 Seasons Road. Third Reading. A motion to postpone the legislation to May 3 -- Failed. The legislation passed 4-2, with one abstention.
  • Ordinance Amending Part 12 of the Codified Ordinances Section 1205.02 to rezone certain lands on South Oviatt to rezone parcel 320031 (presently D5 Village Core) and parcel 3200328 (presenting D4 Historic Residential Neighborhood) and a portion of 3201843 (presenting D4 Historic Residential Neighborhood) to District 3 - Outer Village Residential Neighborhood. Second Reading.
  • Resolution to authorize advertising for bids and entering a contract for the Seasons Road Waterline Project. Second Reading.
  • Resolution approving the application by Douglas & Stephen J. Hasbrouck, 6403 Stow Road, for placement of land in a current agricultural district. First Reading.
  • Resolution approving the application by Louis and Deborah Estergall, 3074 Ravenna Street, for placement of land in a current agricultural district. First Reading.
  • Ordinance repealing, in its entirety, Chapter 226, “Campaign Finance Reform” of the Codified Ordinances. First Reading.

Executive Session

Council entered executive session to discuss the purchase and sale of public property and to consider the employment of a public employee.
