Executive Session

  • Council entered executive session to review applicants for the Park Board.

Public Comments

  • None. 

Correspondence and Council Comments

  • Council mentioned that a citizen asked that we expand senior services. Staff was directed to research what other cities, such as Solon, provide. The Mayor met with the Hudson Senior Network Foundation and they expressed a desire to have the City work with them on broadening their services.
  • Council thanked the many volunteers and visitors who attended the Hudson Biergarten event. The event is the major fundraiser for the Landsberg Sister city to fund the many services they provide. 
  • Council also wished all students and teachers a good first day of school and a good school year and reminded motorists to be aware of students and pedestrians.
  • Council discussed a recent citizen confrontation with a Board Member of Case Barlow Farm. It is difficult to determine where the City park property ends and Case Barlow Farm property begins. There was a request to staff for better signage to indicate the property lines. 
  • One Councilmember received calls about the water line project on Seasons Road, and why can’t they get a water line at their homes. 
  • Council would like staff to continue to look at specific intersections where traffic safety may be an issue.
  • Residents in the Brandywine and Ambrose Drive area expressed their concerns about sound issues from the Ohio Turnpike and wanted to know if we could do a sound study. It was mentioned that we did sound studies in 2014 and submitted to the Turnpike requests for sound barriers in five locations. At that time, only one area met the criteria and funding was not available. 
  • A resident noted that the City’s website was difficult to navigate on mobile devices. Staff is looking into this. 
  • A Councilmember mentioned a citizen concern about wayfinding signage in the downtown to direct people to the shopping areas. 
  • Council expressed concerns about the railing in the SR 303 underpass. Staff is addressing this in the 2023 budget process. 

Report of Interim City Manager

  • After emergency repairs the upper level of the parking deck was reopened on Wednesday. 
  • City Hall leases were revised to add a three-year term and reduce the cost for parking for the VA nurse to $100. 

Discussion Items

Selection of Consultant Firm to assist Council, Steering Committee, and Staff with preparation of the Comprehensive Plan. OHM had the highest score, and legislation will have a third reading on September 20, with the work to begin October 20. Interviews for the Steering Committee are being scheduled.

Appointments

  • 6 -0, one abstention. Reappointed Frank Griffiths and appointed Michael Caspar to the Park Board. 

Consent Agenda

Council passed the following Consent Agenda items. Passed 7-0.

  • Motion to acknowledge timely receipt of the July 2022 Monthly Financial Report.
  • Resolution authorizing entering a contract for professional services with Environmental Design for a Hydraulic Study for the Willow Lake Drive Drainage Improvements.
  • Ordinance vacating a portion of a sanitary sewer easement and accepting the dedication of a sanitary sewer easement in Colony Park.
  • Resolution amending Resolution No. 22-6 to authorize re-advertising for bids and entering into contracts for the Stow and Middleton Roads Traffic Signal Construction Project.
  • Resolution to enter into a Local Public Agency (LPA) Federal Local-Let Project Agreement with the Ohio Department of Transportation for the E. Barlow Road Resurfacing Project.
  • Resolution to enter into a Local Public Agency (LPA) Federal Local-Let Project Agreement with the Ohio Department of Transportation for SR 91 and Terex Road Turn Lane improvements Project.
  • Resolution to enter into a Local Public Agency (LPA) Federal Local-Let Project Agreement with the Ohio Department of Transportation for the Adaptive Signals Project.
  • Resolution to enter into a Local Public Agency (LPA) Federal Local-Let Project Agreement with the Ohio Department of Transportation for SUM-Veterans Rails to Trail Project.
  • Resolution to enter into a Local Public Agency (LPA) Federal Local-Let Project Agreement with the Ohio Department of Transportation for Terex Road Resurfacing Project.
  • Resolution to enter into a Local Public Agency (LPA) Federal Local-Let Project Agreement with the Ohio Department of Transportation for South Main Street Improvement Project.
  • Resolution affirming the acceptance of a donation from the Laurel Lake Residents Association on behalf of the Hudson Emergency Medical Services.

 Legislation

  • Ordinance Creating Chapter 296 of the Codified Ordinances to prohibit individual City employees from serving on City Boards, Commissions, and Committees. Second Reading.
  • Resolution authorizing the City Manager to enter into lease agreements and establish rules for the use of space at City Hall and/or on other City property. Second Reading. 
  • Resolution authorizing the City Manager to enter into a lease agreement with Western Reserve Community Band for space at City Hall. First Reading.
  • Resolution authorizing the City Manager to enter into a lease agreement with Hudson Senior Network Foundation for space at City Hall. First Reading.
  • Resolution authorizing the City Manager to enter into a lease agreement with the U.S. Department of Veterans Affairs for space at City Hall. First Reading.
  • Resolution authorizing the City Manager to enter into a lease agreement with Hudson Ministerial Association for space at City Hall. First Reading.
  • Resolution adopting Official City Policy governing the exhibition of flags on flag poles at City government facilities and City-owned properties. First reading.
  • Resolution to enter a professional services contract with OHM Advisors to research, help facilitate and prepare the City’s 2023 Comprehensive Plan. First reading.
