Council Workshop Highlights from August 23, 2022

Correspondence and Council Comments

  • Council thanked Hudson Public Works and Hudson Public Power for the work removing and replacing the traffic pole and signals at the Ravenna/Stow intersection after the multivehicle crash. Council also asked staff to look at different detour points when something happens that causes the closure of that intersection. 
  • Nicole Kowalski will be holding an Open Forum Open from 6:30 to 8:00 p.m. at the Hudson Library on September 7. 

Discussion Items

  • Special Recognition of the Vincent William Baran Day of Service.   This Proclamation recognizes the family’s on-going community service in the memory of Vincent William Baran. Ben and Lindsay Baran will accept the Proclamation. This year’s Day of service is September 24. For more information, visit: https://www.mightyvincent.org/
  • Pedestrian Safety around Hudson Schools at Unsignalized Crosswalks. Council discussed Mayor Anzevino’s recommendation to add Rectangular Rapid-Flashing Beacons (RRFDs) at crosswalks without traffic signals in the area around the schools. Eight crosswalks have initially been identified at a cost of $30,000 per crosswalk (Total cost of $240,000). After discussion, Council directed staff to come back with the results of the traffic study and data on the crosswalks at the September 27th Council Workshop. The item will be taken off the consent agenda, but emergency language will be added to the legislation.

Future Consent Agenda Items

  • Ordinance 22-91Creating Chapter 296 of the Codified Ordinances to prohibit individual City Employees from serving on City Boards, Commissions and/or Committees. Some Council members expressed concern about prohibiting former employees from serving on boards/commissions for 24 months after ending their employment. Others felt after reviewing similar legislation from other cities that this was standard language for many cities. Council members also considered lowering it from 24 months to 12 months.  The legislation will be on next week’s Council Meeting for a Third Reading. 
  • Ordinance 22-92 – Resolution authorizing entering lease agreements and establish rules for the use of space at City Hall. Staff will continue to work on a framework, and this legislation will be postponed to a date certain for discussion at a future workshop or meeting. 

Future Agenda Items

  • Adding RRFDs to non-signalized crosswalks.
  • Requiring a Monthly Transparency Expenses Report be created and distributed to City Council from the Finance Director. 
  • Residents have expressed concerned that there is no consistent rate to electricity to go back to the grid in the City’s solar rebate policy. Council asked for a discussion on how  Hudson could be competitive like First Energy.

Executive Session

Council entered executive session to consider confidential information related to a special business strategy of an applicant for economic development assistance.
