Council Workshop and Meeting Highlights from November 15, 2022

City Council Workshop

Correspondence and Council Comments

  • Council thanked residents for voting in the November 8 election.
  • Council reported on the Planning Commission meeting held on Monday, November 14. The Laurel Lake Expansion project was moved to a Special Meeting to be held on Monday, November 28 at 7:30 p.m. at Town Hall due to the PC meeting running late. Hudson Community Living project was tabled until the December 12th meeting. 

Discussion Items

  • Opioid Funding Options. The City received $5,705.87 in July 2022 and it is expected to receive a similar amount each year for the next 17 years. Hudson Police Chief Perry Tabak recommended the proceeds be used towards offering prevention programs for the community/schools and further training opportunities for officers.

Proposed Legislation

  • Ordinance adopting guidelines for use and/or rental of space at City Hall or other City property. A Council member inquired if this legislation would have any impact on the Boy Scout cabin. It was confirmed that it will have no impact on how the cabin is used. 
  • Resolution adopting the Five-Year Plan. A Council member questioned the Downtown Study and Downtown Design – Fabricate & Install portion of the Five-Year Plan (Page 13; Public Properties Section) that is listed as unfunded and would like the items to be more clearly defined as projects or removed.
  • Revision of water rates for the City of Hudson. A Council member mentioned this legislation has also brought up the issue of Akron Water charging an assessment fee to residents. Residents would like the City to find a solution to this ongoing issue. Council would like an update put together for residents on the history of this issue and the current status. 

Executive Session

  • Council entered executive to discuss the employment of a public employee.

Proclamation

  • Mayor Anzevino proclaimed Tuesday, November 15 as America Recycles Day and encouraged residents to recycle. www.hudson.oh.us/Recycling 
  • Mayor Anzevino proclaimed the weekend of Friday, November 25, 2022, as the start of “Live, Love & Shop Local Season” in Hudson and encouraged residents to Shop Local this holiday season. www.shoplocalshophudson.com 

Public Hearings

  • Resolution to not implement Growth Management Residential Development Allocation System for 2023. No public comments.
  • Ordinance revising water rates for the City. No public comments.

Correspondence and Council Comments

  • Council thanked EAC staff liaison Emily Fernandez for the helpful information in the Hudson Headlines Recycle Right video. 
  • Mayor Anzevino will be holding an Open Forum on Thursday, December 1 at the Library from 6:30 – 7:30 p.m.
  • The Mayor congratulated Economic Development Director Jim Stifler on his upcoming retirement.

Report of Manager

  • Nothing to report.

Appointments

  • Council members Banweg, Sutton, and Foster were appointed to the Infrastructure Expansion Subcommittee.
  • Council unanimously reappointed Ron Stolle to Planning Commission for a four-year term beginning in January 2023.

Consent Agenda

Council passed the following Consent Agenda items. Passed 6-0.

  • Motion to acknowledge receipt of the October 2022 Monthly Financial Report.
  • Resolution authorizing a contract with Medical Mutual for 2023 City employee health benefits.
  • Resolution to amend the original agreement with the City Solicitor dated May 1, 2022.
  • Resolution authorizing advances of local taxes.
  • Resolution approving the City’s participation in the AMP Renewable Energy Credits Sale/Purchase Program.
  • Resolution amending Resolution 22-130 authorizing a contract with the State of Ohio for inspection services for the municipal bridges in Hudson.

Legislation

  • Ordinance 22-115 adopting Guidelines for the use or rental of space at City Hall and other City properties. 
    • Several amendments were requested by council members:
      • Vote to substitute exhibit A dated 11.15.22 passed 4-2 in favor.
      • Amend item 3b to read as follows: “A non-profit or not for profit organization based in Hudson.”. Failed 4-2.
      • Amend item 4e to read as follows: “The tenant has demonstrated no other comparable alternative spaces available in the City of Hudson; and,”. Failed 4-2.
      • Remove Item 2. Failed 4-2.
    • Ordinance 22-115 to institute the guidelines then passed as amended 4-2.
  • Resolution adopting in concept the Five-Year Plan 2023-2027. Third reading.
    1. Moved to substitute and amend the 11.15.22 final draft, page 13, public properties section, striking items 9 (Downtown Study) and 21 (Downtown Design – Fabrication & Install). Passed 4-2.
    2. Resolution passed as substituted and amended 6-0.
  • Ordinance for appropriations for current expenses and other expenditures during 2023. Third reading. 
    1. Moved to substitute and amend the 11.15.22 appropriation final draft, page 2, Fund 101-7700 Public Properties section to be reduced by $50,000 and to update totals accordingly. Passed 6-0.
    2. Ordinance passed as substituted and amended 6-0.
  • Resolution not to implement the Growth Management Residential Development Allocation System for 2023. Second reading.
  • Ordinance amending Section 1040.01(A) and (B) and Section 1043.03 (A)(3) and (4) of the Codified Ordinances revising water rates for the City. Third reading. Passed 6-0.
  • Ordinance amending Ordinance No. 22-53 amending the interconnection policy for connection of residential or commercial solar power generation systems to the City’s power grid. Second reading.
  • Ordinance amending Section 230.01 of the codified ordinances setting forth the monthly financial report from the City Manager. First reading.
