Approval of Minutes

  • The minutes of the 5/16/2023 Council Meeting and 5/23/2023 Council Workshop Minutes were approved 5-0.


  • Special Recognition of Hudson Middle School’s “You Be the Chemist” Team. Recognition of the team that competed in the national contest.
  • Special Recognition of Hudson Festival Days, June 16 through June 17. Recognition of the annual celebration of Hudson’s Festival Days.

Public Comments

  • Two students said there should be a recreation center for the Downtown Phase 2 area. 
  • Two students want an outdoor pool in Downtown Phase 2 area. 
  • A resident expressed concerns about City water supplying Peninsula before dealing with its own residents on wells. He also wants City Council to move its meetings from the Town Hall to the new City Hall on Terex Road.

  • Council expressed appreciation for the students for their ideas regarding what to do with the Downtown Phase 2 area. The City has received 12 detailed proposals from more than 40 students regarding what they would like to see in the Downtown Phase 2 area. Council appreciates the students efforts and comments.
  • In response to comments regarding city water expansion to Peninsula, the City of Hudson never had a line item for water expansion within City limits until this year. Step two was the creation of a Water Expansion Subcommittee which has identified five areas with well water in Hudson that we are initially looking to bring on to Hudson’s water system. The expansion into Peninsula will be paid for by the federal, county, and individual new water customers, not by the City of Hudson. It is tied to a federal grant for $4 million that will be given to Hudson to create a backup water line in Hudson that also will help us expand water to residents in the Nicholson area who have well water. Nicholson is one of the five areas identified to connect to our Hudson water service. 
  • The City will be equipping City Hall on Terex Road to use as a backup for City Council Meetings.
  • EAC voted to recommend City Council move forward with the Greenhouse Gas Emissions Inventory to set a baseline for future investments.
  • A Council member mentioned that the Memorial Day Parade was awesome and liked the decorated Clocktower.
  • A Council member mentioned that one summer Council Meeting date may be in jeopardy due to lack of a quorum. Council and staff will follow up on this. 
  • Planning Commission will hold a public hearing on June 12th  regarding a proposed development at Ravenna and Stow. 
  • The Comprehensive Plan Community Workshop is scheduled for tomorrow night (Wednesday, June 7).
  • A Council member mentioned receiving complaints about potholes on Hudson-Aurora and one on SR303 west in front of Brueggers. Staff will look into this issue.
  • A Council member thanked the public schools Endowment Fund for the golf outing at Ellsworth Meadows Golf Club. The money goes for scholarship and education programs. He also thanked Ellsworth Meadows staff because the course looks amazing.
  • Council also thanked all the vendors and organizers of the first Farmers Market of the season.

Report of Manager

  • The Acting City Manager reminded viewers that a list of all our events on our website on our Events Calendar with times and dates.


  • No appointments at this time.

Consent Agenda

Council passed the following Consent Agenda items. Passed 5-0.

  • Motion to rescind the local emergency proclamation regarding COVID-19. 
  • Resolution to enter into a license agreement for the planting of trees within the right of way at 233 Aurora Street. 
  • Resolution to advertise for bids and enter into a contract for the Downtown Pedestrian Safety Improvements Phase 1. College and E. Main Street.  


  • Ordinance amending Ordinance No. 22-243 making appropriations for the current expenses and other expenditures during the fiscal year ending December 31, 2023 by making additional/amended appropriations for legal fees for 2023. Second reading.
  • Ordinance amending the City’s Pay Range Structure and Pay Range Assignments adopted by Ordinance No. 22-156 for the Volunteer Firefighters. Second reading.
  • Ordinance amending Section 1040.14 of the Codified Ordinances, revising water rates for water service provided to customers outside the City limits.  First reading.  Council wanted the language on the Cleveland Water Section made more clear.
  • Ordinance amending Section 1040.14 of the Codified Ordinances, revising water rates for water service provided to customers outside the City limits.  First reading.  
  • Ordinance establishing Section 1040.081 in the Codified Ordinances to require new developments to utilize City Water services and providing City Council first right of refusal. First reading.
  • Ordinance amending Ordinance 16-46 “Temporary Special Events” of the Business Regulation Code and repealing Ordinance No. 08-158 and Chapter 810, “Circuses and Carnivals” of the Business Regulations Code. First reading.
